Pre-inflated balloon is a passive skill in the Mechanician skill tree which allows the first 1–5 balloons your shaman summons to be instantly summoned.
This skill is useful to allow mice attached to a balloon to reach their destination faster, especially when you are trying to get the rest of the mice to the cheese/hole, but there is not much time left on the round's timer.
This skill is also useful towards using balloons in a build, be it to quickly preventing something from falling/tipping over, or creating a balloon craft quickly without it getting lopsided.
